Sub: Departmental Scholarships for Technical/Non
Technical/I.T.I education
to the Children of Postal
employees including GDS for the year 2013-2014.

Applications in the prescribed form
(Specimen enclosed) for granting Departmental Scholarships for Technical/Non
technical education/ITI course to the children and dependent brothers and
sisters of Postal employees including GDS and staff of Departmental canteens
for the year 2013 -2014 are invited from all eligible officials. Applications are also invited for the
scholarships for their physically handicapped/mentally retarded children who
are studying in schools (including primary schools) or colleges or undergoing
training in the Institutions for the handicapped.
The conditions for the grant of the
scholarships are:-`
1.
Basic pay of the official should
not exceed Rs. 25,120/- (excluding dearness pay). If the spouse is also employed, then the pay
of the spouse should also be taken into account while calculating this pay
limit. If the Basic pay plus grade pay
is less than Rs. 9,060/- they are categorized as Financially Backward
(FBC). However, there is no restriction
on salary limit in respect of IIT (Indian Institute of Technology) courses.
2. Technical or Non technical scholarship
can be awarded to only one of the ward of an official. However, claim for award of scholarship to
more than one ward can be considered, only if there are enough funds available
after awarding scholarships to all the applicants.
3. If the ward of the official is in receipt of scholarship or
financial assistance/free scholarship if any from any other source, he is not
eligible for the departmental scholarship.
This may please be noted by all concerned carefully.
4. Degree courses in Fine arts will also
be eligible for Non technical scholarships.
But PG courses +1 and +2 courses
are not eligible for grant of Departmental scholarships. Officials already in receipt of scholarships
for their wards need not apply afresh for the same ward.

Eligibility: The ward should have
got the following minimum percentage of marks in the qualifying
examination. Those who obtained lesser percentage need not apply.

7. The Regions will please communicate to
all Divisions/Units under their control.
Wide publicity may please be given about the scheme to all the staff
including GDSs and officials those who are on leave, deputation, training etc.,
It is the responsibility of the Divisions/Postmasters to communicate to all staff
working under them. Any complaint
regarding non circulation of this circular received at a later date will be
viewed seriously and any application received after the last date will not be
entertained. Copies of applications from
may be supplied to the intending officials by the Divisions/Unit heads.
8. The last date for receipt of completed
applications at the Division/Unit level is 06.09.2013. Applications received after due date will be
rejected.
9.
Before submission of the applications to CO, the following points will be checked
up:-
(a) Basic pay of the official, spouse, if
employed should be accompanied by the pay certificate w.r.t. to the particulars
furnished against the Col.
A (4) (b) of the application. He/She
must furnish the pay or write NIL or write spouse not employed.
(b) Whether the official getting scholarship
for another ward, if so sanction
memo no. & date should be furnished to Col. F of the application. If applied for the same ward for whom he/she is already in receipt of scholarship, the
application may be straight away returned to the official stating the fact.
(c) Attested copies of mark list of last
board/University examination which is the minimum requirement to enter the
course should be attached to the applications.
(d) In the case of scholarship for physically
handicapped/mentally retarded children medical certificate from a Govt. Medical
Officer with percentage of disability should be enclosed (See Co. B (iv) of the
application).
(e) Incomplete applications and applications without verification
stamp of accounts branch for columns (I-6) of A of the application will be
rejected and will not be returned for supply of omissions. The applications received after the due date
will also be summarily rejected.
(f) Marks in the University/Board
Examination immediately before joining the I year of the
Technical/Non-Technical courses irrespective of the stage of course at which
the ward is studying at the time of submission of application should be
furnished.
(g)
Pay drawing authority should certify
whether the official is contributing to the Circle Welfare Fund, if not the
application should not be forwarded to Circle Office.
